Find Fisherman Arca in NosVille by the Golden Statue. At C60, pay his 10kk gold fee to receive the Angler specialist.
Stock up on bait
You can't fish without 
Bait. Grab 60 for free from Arca once a day, or buy more from him to keep going.
Cast & relax
Head to a fishing site and cast your hook. You enter a fishing state and roll for a catch every 15 seconds — no need to babysit it.
